The Study of Smoker¡¯s No-smoking Decision and Success factors -The Implications of No-Smoking policy

Abstract
In this paper I tried to explain the no-smoking behavior of smokers by using the rational addiction theory and self-control theory. That is, I tried to show that the smoker`s rationality is important for no-smoking decision and the success probability of no-smoking is affected by self-control and the social and economic characteristics. I tried to find the relationship between smoking related variables and no-smoking decision or the success probability of no-smoking by using the national nutrition and health data(2005, 2007-2010). I also tried to suggest the effectiveness of no-smoking policy(price policy and regulatory policy) by using tha data of 2005. In my estimation the Heckman`s mill`s ratio is statistically significant. That is, I confirmed that no-smoking decision and no-smoking success is not separately happened. The result of Heckman`s sample selection model showed that the extrinsic control such as higher cigarette tax and smoking regulatory policy is necessary for smoker`s no-smoking efforts.
